DigitalHybrid Company TOPPAN FORMS CO., LTD. (TOPPAN FORMS, hereunder) announces that it will begin to provide the Hand-written Form Conversion Service with AI-OCR in April 2018, utilizing Tegaki, the hand-written character recognition AI engine developed by Cogent Labs Inc. (Head Office: Shibuya-ku, Tokyo; Representative Directors: Jun Iinuma and Eric Whiteway, Cogent Labs, hereunder), with which TOPPAN FORMS established a capital and business partnership in February 2017. This service package uses the pre- and post-processes to enable effective hand-written character recognition and OCR precision improvement by utilizing TOPPAN FORMS’ know-how, such as sensitive information entry tasks accumulated from form design and BPO. Combined with Cogent Labs’ AI technology, the developed business application will contribute to greater operational efficiency for customers’ tasks of entering hand-written characters.

Functions of this service

Conventional handwriting OCRs very often have difficulties with conversion due to noise including scale differences, inclination and ruled lines in images. For this service, TOPPAN FORMS developed an original server that can perform the pre- and post-processes, utilizing the know-how of entry tasks accumulated in BPO. The company will promote the service with a scheme that works seamlessly with the Tegaki hand-written character recognition AI engine.

  • Pre-processing
    After receiving the hand-written forms to be processed, it identifies and sorts them by type. Then, it revises the images, such as inclination correction, scale correction and ruled line removal. It provides functions to process images so they can be easily read by Tegaki.
  • AI-OCR conversion with Tegaki
    It transmits the sorted and processed image data in the pre-process to Tegaki, and converts them with AI-OCR, generating text data.
  • Post-processing
    It corrects and outputs the converted data with the post-processing system. It provides a function to compare the conversion results with the original form images and to correct and input any differences in data.

Moreover, in addition to the provision of this service, TOPPAN FORMS will take part in its upper stream processes. Improving forms by taking advantage of the know-how and scientific approach of universal design that the company established through many years in the form related business enables the creation of forms that workers can easily fill in and avoid omissions and mistakes. It also makes forms that are able to be easily read when converting with AI-OCR. These features can lead to further efficiency in the entire business process.

About the service provision model

This service provides the following three models optimized for customers’ needs and operating environment.

  • 1. Cloud model
    Provides all pre-processing, AI-OCR conversion and post-processing by cloud service for customers to use in their environment.
  • 2. On-premise + cloud model
    Provides pre-processing and post-processing on-premise and AI-OCR conversion by cloud service for customers to use in their environment.
  • 3. BPO model
    Entrusts all services to our BPO center. TOPPAN FORMS will undertake tasks ranging from scanning hand-written forms, correcting images, converting with AI-OCR, until verification and correction and delivers the completed data.

Future development

TOPPAN FORMS will offer the Hand-written Form Conversion Service with AI-OCR for hand-written forms centered on many kinds of hand-written applications from financial institutions, and many kinds of business forms related to taxes and other public expenses, insurance claim forms for life and nonlife insurance companies, gift application forms for mail order companies and delivery orders for logistics companies. The company will aim at 100 million yen in sales in FY2018 and 300 million yen in FY2020. It will also expand BPO to form improvement services and peripheral services related to the hand-written characters entry business.
In addition, TOPPAN FORMS intends to evolve it into a hybrid AI platform that is ideal for business improvement by connecting platforms built by the provision of this service with other AI engines and dictionary databases.

■ Tegaki Hand-written Character Recognition AI Engine

Tegaki is a service to very accurately recognize characters on hand-written forms used in any industry, including manufacturing, retail, finance, medical care, service and education. Specifying forms to be read with a web browser allows for hand-written characters and printed characters to be read simultaneously. Because it provides data recognition and conversion results through API, customers can easily introduce it to systems currently in use.
