TOPPAN FORMS and Billing System Enter into a Business Partnership for Jointly Developing an Electronic Payment Solution That Simultaneously Achieves the Digitization of Bills and Location-Free Payment Using PayB

DigitalHybrid Company TOPPAN FORMS CO., LTD. (hereinafter “TOPPAN FORMS”) is pleased to announce that it has concluded a business partnership agreement with Billing System Corporation (head office: Chiyoda-ku, Tokyo; representative director: Toshihiko Eda; hereinafter “Billing System”), the provider of the PayB smartphone payment application, for the joint development and provision of a service that simultaneously achieves the digitization of various bills (elimination of printed bills) and location-free electronic payment using PayB.
TOPPAN FORMS and Billing System will jointly develop “MessagePay,” a new electronic payment solution that electronizes billing and payment via payment slips used at bank and post office windows and convenience stores as a means of paying public utility charges and charges for a range of commodities. The two companies plan to start offering the solution in December 2018.

Billing business operators using MessagePay will encourage payment slip users to make the switch to electronic payment by enclosing a guide to switching over to such payment when sending a bill to them for the first time. Users who choose to pay the bill electronically will install the PayB application on their smartphone, scan a barcode printed on a payment slip using their smartphone camera, and pay the bill using the financial institution account or credit card that they register on the application.
Users who choose to pay electronically can receive a billing notice via the short message service (SMS) and use PayB for payment when bills are sent to them for the second and subsequent times. Billing business operators will keep billing users who choose to pay at convenience stores and financial institution windows in paper form and continue to encourage them to make the switch to electronic payment. These approaches are expected to improve customer satisfaction because they enable users to choose a payment method that suits their preferences. Companies can also reduce the cost of issuing and sending payment slips, shorten the period from billing to bill collection, and increase the collection ratio by adding the means of payment, compared with traditional billing by sending payment slips.


Billing business operators are currently accelerating their shift to the electronic billing and payment of various charges on smartphones and other devices for reducing the costs involved in communication and other tasks and shortening the time needed to collect bills. In the meantime, demand for bringing payment slips in paper form to financial institution windows and making payment is deep-rooted practice among certain users.
Under these circumstances, TOPPAN FORMS and Billing System are developed “MessagePay,” an electronic payment solution in which the functions of the data print service (DPS) and PayB are combined. The two companies plan to offer MessagePay as a new solution that is able to promote the switch to electronic billing and payment using smartphones while maintaining the traditional practice of sending payment slips in paper form.

Future Development

TOPPAN FORMS aims to achieve sales of 500 million yen from MessagePay and associated businesses by FY2022 by advancing the provision of the solution to potential users centered on business operators using the DPS.
TOPPAN FORMS will continue expanding its lineup of easy-to-introduce, user-friendly general-purpose package services and business solutions specializing in specific jobs centered on digital solutions in phase and work to make greater contributions to customers’ efforts to enhance operational efficiency and reduce costs.
