On December 26, 2019, TOSCO Corporation (headquarters: Okayama City, Okayama Prefecture; president: Akikazu Hashimoto; hereafter "TOSCO"), a group company of TOPPAN FORMS CO., LTD. that engages in software development, concluded an agreement with Okayama University and the Okayama Prefectural Police Department to begin "Joint Research for Traffic Accident Reduction Measures Using Data Science".
This project uses data science and statistical machine learning for multi-directional analysis of traffic accident data covering 10 years from the Okayama Prefectural Police Department. The results will be used to reduce traffic accidents.
The goal is to identify the causes of traffic accidents, analyze trends, and create a regularity model. This will be done by analyzing combinations of traffic accident data containing accident dates and times, road conditions, driver age and gender, and other information with a wide range of data provided by the national and local governments including population, facilities, and weather. The analysis results will be used to create new measures to prevent accidents and for verification of their effects.

Automobile safety performance has improved dramatically in recent years, with ABS and airbags now standard equipment in nearly all vehicles. New models equipped with all-direction sensors, automatic braking, lane keep, and other functions that support safe driving are appearing one after another. In addition to construction of the traffic environment and expansion of safety systems, changes in the numbers of traffic accidents also involve a variety of other factors such as advances in medicine and other fields. The traffic environment is also undergoing continual changes, including the creation of laws in preparation for the commercialization of automated driving.
Although the number of traffic accidents resulting in injury in Okayama Prefecture has declined over the past 5 years, and there has only been a slight decline in the total number of accidents including those resulting in property damage, the number of traffic accident fatalities has increased, and the number of per-capita deaths ranked the prefecture No. 11 in Japan in terms of worst results (as of November 30, 2019).
Based on these changes in the traffic environment and conditions of traffic accident occurrence, through combining the expertise of private industry, academia, and government, we will utilize data science to collaboratively study methods of analyzing the causes, trends, and regularity of traffic accidents, as well as measures to reduce traffic accidents using those methods.

Through this joint research, TOSCO is working to adapt its IT technologies for the purpose of reducing traffic accidents in Okayama Prefecture, and is aiming to realize an affluent and sustainable society in cooperation with Okayama University and the Okayama Prefectural Police Department.
